Org. Setting and Reporting

This position is located within the United Nations Assistance Mission in Afghanistan (UNAMA). The Senior Mission Planning Officer (Head of Mission Planning Unit) will be based in Kabul and will report to the Chief of Staff.

Responsibilities

Within delegated authority, the Senior Mission Planning Officer:


•Acts as a senior advisor to the Mission leadership on planning issues, including engaging with UN partners and external actors in respect of integrated planning and assessment processes.

•Facilitates joint and integrated planning between Mission components, UNCT members and other relevant partners, in accordance with the Policy on Integrated Assessments and Planning, and senior management guidance.

•Leads the preparation of a Mission Concept/Strategic Framework, which, building on the vision of the SRSG, translates the mission mandated tasks into a form that fuses objectives, timelines and expected outcomes into a coherent whole, serving as an authoritative guide for the development and implementation of Mission component plans.

•Provides advice to Mission components in the development of component-level plans, ensuring coherence with the Mission's overall strategic direction.

•Monitors implementation of the Mission’s Concept/Strategic Framework, component plans, as well as the budget, advising senior management on alignment with the Mission’s evolving priorities and resource allocation.

•Provides authoritative advice and technical support enabling UN senior management to develop, implement, and monitor strategies that maximise the individual and collective impact of the UN's response in Afghanistan, concentrating on mandated tasks and objectives required to consolidate peace and security through a strategic partnership between the Mission and the UN Country Team.

•Provides authoritative advice to senior management and programme managers on strategic and operational planning policy, procedures and best practices in line with the UN Policy on Integrated Assessment and Planning (IAP); provides recommendations on design of specific mechanisms, in line with policy and best practice, to meet the needs of the Mission and partners.

• Coordinates Mission-level support to the Headquarters-based Integrated Task Force (ITF) or equivalent body and supports Technical Assessment Missions, Strategic Assessment Missions and Strategic Reviews.

•Serves as a strategy and planning point of contact for Headquarters and facilitates linkages between field-based structures and the Headquarters-based Integrated Task Forces

•With all relevant stakeholders, facilitates the development and implementation of an UN Integrated Strategic Framework for peace consolidation in the country, including in-depth conflict analysis, identification of priorities, roles and responsibilities for the United Nations, and a system for monitoring and evaluation of progress.

•Prepares the Mission Results-Based Budget framework and performance reports, and prepares inputs as required for audits, budget monitoring and performance reporting. As directed by the Mission leadership, designs and facilitates development of other strategies and plans required for implementation of the Mission's mandate.

•Leads and coordinates the work of the Mission Planning Unit.

•Performs other duties as required.

Work implies frequent interaction with the following:

•Mission Senior Management;

•Heads and planning focal points of Mission Components;

•Head of the Resident Coordinator's Office;

•The Headquarters Integrated Task Force (ITF); the Department of Policy Evaluation and

Training (DPET) or the relevant country desks; •Integrated Operations Team;

•The UN Country Team.

 

Results Expected:

•Integrated planning mechanisms at field level function in accordance with the requirements/ minimum standards of the IAP.

• Integrated planning mechanisms are developed or revised through a partnership with the UN Country Team and the Mission, in coordination with other relevant entities outside the UN. The ISF is monitored and evaluated in accordance with established standards.

•Mission plans and the RBB are internally consistent and coherent with system-wide planning processes; matrixes and frameworks are in place to measure and monitor results; plans are regularly reviewed and adjusted.

Accountability: Takes ownership of all responsibilities and honours commitments; Delivers outputs for which one has responsibility within prescribed time, cost and quality standards; Operates in compliance with organizational regulations and rules; Supports subordinates, provides oversight and takes responsibility for delegated assignments; Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education

Advanced university degree (Master's degree or equivalent) in Political Science, Public Administration, Management, Development, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Professional training in the areas of planning, facilitation and/or coordination is desirable.

Work Experience

A minimum of ten years of relevant, progressively responsible professional experience is required; this should include policy development at the strategic level as well as experience facilitating and coordinating multi-stakeholder planning processes in peace consolidation settings. Field experience is required, including at least two years of experience working in one of the above fields in a UN Peacekeeping, Special Political Mission or similar field operation is required. Demonstrated experience implementing relevant UN Secretariat policies, procedures and operations, including mandate development, planning, budget and human resource processes, is required. Experience of designing and applying monitoring and evaluation tools is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge in the local language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available until 31 December 2018. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

 

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

 

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

 

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

 

• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.

 

• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.
